Thank you very much for your e-mail dated September 17th.
 
As you can see from their e-mail below (from Maura Nugent), which is also dated
September 17th 2008, the Northern Ireland Police Ombudsman's Office has now very
kindly acknowledged receipt of my set of three complaints regarding Chief
Inspector Michael Winters (Omagh Police Station): which, as I see things, are
merely a symbolic, local representation of an almost infinitely larger global
problem.

As far as I'm concerned, I feel I have now succeeded (at long last) to have
very firmly placed the whole extremely serious -- and HUGE -- set of problems
associated with the diabolical network of global corruption and crime connected
with the "Money Masters" (as outlined at

the hands of the police, and the senior politicians who are responsible for the
police.
 
While it is my hope that the police and politicians concerned will deal with the
Money Masters information I have provided them with at the above Internet page
(and elsewhere on my web sites) in an urgent and responsible manner, unless
there has been some major change of mindset recently, my expectations (based on
earlier experiences) is that they will fail -- yet again -- to do so.
 
In fact, I believe it is far more likely that the Northern Ireland Police will
now redouble their efforts to try and corruptly criminalise me, as the Republic
of Ireland Police have already tried (and failed) to do on two separate
occasions so far (i.e. in 2002 and 2004), than it is that they will make any
really serious or significant attempt to bring the Money Masters under the rule
of law.

Money still talks louder than words, and the words in question include the
written words of the law: including CONSTITUTIONAL LAW (as my case very clearly
demonstrates).

Hopefully, I'll be proved wrong in the not too distant future by the police (and
the politicians who control them) regarding the urgently needed remedial action
that the Money Masters situation has long since required; but, allowing for the
horrendous string of bad experiences I have had in connection with these
matters during the past 10 years or so, I don't believe I can sensibly place
much dependence on such hopes.
 
It is for all of these reasons that I feel it is highly unsafe for me to meet
you (or anybody else connected with government bodies or agencies) at the
present time in connection with planning "the best way forward" (as you have put
it) for resolving the growing set of medical, legal, and financial problems I am at
present struggling with: keeping in mind that (as I see things at least) the
Money Masters are no ordinary criminals, and that the crimes they have the
capacity to easily commit include very extraordinary ones of many different
kinds.
 
Consequently, I feel I have to reluctantly turn down your kind offer of a
meeting with you on September 23rd.
 
Hopefully though, it will still be possible for us to conduct a useful e-mail
discussion relating to the medical and legal help I still need.
 
Basically, and although I know I have already said this to you on many occasions
during the past few years, I still feel badly in need of the help of a
psychologist who is familiar with the kind of problems which Marie Murray
(Psychologist) outlined in her "Dealing with injustice" article in the Irish
Time article which you handed me on April 19th 2006 (a scanned copy of which can
be viewed at

I feel I should stress that -- as always -- the very last thing I feel I need is
medical treatment "for the sake of treatment (on an any-old-thing-will-do type
of basis)": particularly if it largely ignores the root causes of the intense
(and growing) feelings of injustice I've been experiencing for several years
now. I've checked the legal situation on this point, and my findings strongly
suggest that, in law, the treatment which psychiatrists and psychologists
provide their patients with has to make sense to the general body of people who
are not members of the medical profession.
 
By way of a practical example of how this might apply in my particular case
(should I ever manage to get my case before the courts of law), it seems to me
that being suddenly thrown out of hospital with nowhere to go at a time when I
was suffering badly from untreated C-PTSD (Complex-Post Traumatic Stress
Disorder), which as you know is the "treatment" that hospital Consultant
Psychiatrist Dr Thomas Foster actually provided me with in December 2004, is
unlikely to make much sense to very many people who are not members of the
medical profession -- or so I would hope at least?
 
As you also know, it is the massive and so far un-restored collapse of
confidence I experienced regarding hospital consultants generally (as a direct
result of the "treatment" I received from Dr Foster in December 2004), which has
left me feeling totally unsafe about presenting myself for the now long overdue
biopsy I need relating to the possibility that I might be suffering from
prostate cancer: having due regard for the "so organised, so subtle, so
watchful, so interlocked, so complete, so pervasive" observations on the Money
Masters made by former US President Woodrow Wilson, as related at

Changing the subject slightly, and with reference to the kind of lawyer I
believe I need, I still feel it has to be someone who fully recognises the
factual existence of human rights law (as set out by the United Nations), and
who is fully prepared to put Article 13 ("RIGHT TO AN EFFECTIVE REMEDY") of the
European Convention on Human Rights to good use on my behalf. Again, the
"any-old-thing-will-do" type of approach is of no interest whatever to me in
the Money Masters conflict I have accidentally ended up in, and never has been
(as you already know).

In reality, and allowing for the extraordinary might of the Money Masters (which
I of course can come nowhere near matching on my own), I believe I need the very
highest quality legal and medical help available: which in turn means I need
the help of people of the highest integrity the legal and medical professions
can provide me with.

As you will no doubt recall, Article 13 of the European Convention on Human
Rights reads as follows: "Everyone whose rights and freedoms as set forth in
this Convention are violated shall have an effective remedy before a national
authority notwithstanding that the violation has been committed by persons
acting in an official capacity."
 
If, as a result of any recent (or future) dramatic change of mindset in your
organisation, the Northern Ireland Social Services can provide me with some or
all of the medical and legal help I believe I need (as outlined above) -- for
the purpose of dealing efficiently with the growing set of medical, legal, and
financial problems I am at present saddled with -- I would be very grateful if
you could please let me know of them by e-mail at your earliest convenience.

Thank you for your e-mail of yesterday.

The specific allegations of misconduct I wish to make against PSNI Chief
Inspector Michael Winters (Omagh Police Station) are as follows:

 1) Chief Inspector Michael Winters appears to me to have completely ignored the
whole contents of my recorded delivery letter to him dated June 2nd 2008 (the
text of which can be viewed at

and, at the same time, and in connection with some "crime" (or "crimes") I
suspect he is inventing, and attempting to build on for the purpose of
distracting and discrediting me, has acted in a manner which put my life in
danger: by sending police officers armed with heavy machine guns to my home in
Greencastle on Sunday, August 31st 2008 -- at a time when he knew I was
suffering from untreated C-PTSD (Complex-Post Traumatic Stress Disorder).

 2) Chief Inspector Michael Winters appears to me to be completely ignoring the
extremely serious crime involving the growing mental torture which Consultant
Psychiatrist Dr Thomas Foster has been subjecting me since early December 2004
by his failure to provide me with the medical treatment I need for the
particular form of C-PTSD I have been suffering from for several years now: i.e.
"traumas and stresses at the hands of individuals and public officials and
bodies that he has encountered in his struggles to try to correct environmental
wrong doings", as stated by my GP (Dr Michael McCavert) in his "To Whom It May
Concern" letter dated October 28th 2005.

Chief Inspector Winters is perverting the course of justice in very major ways
relating to the treasonous forms of criminal activity (involving

Please note that long before my "machine gun interview" with the Omagh police
(on August 31st last), I believe I had already provided Chief Inspector Winters
with more than enough evidence and information for him to have started an
investigation into Dr Foster's ongoing criminal failure to provide me with
proper medical treatment for the C-PTSD I am suffering from; and, that I have
sent the information in question to Chief Inspector Winters in the several
e-mails I have copied to him -- dating back to June 2nd 2008 -- which are listed

 3) Chief Inspector Winters appears to me to be completely unwilling to
investigate the crime connected with the theft of £294.32 I suffered at the
hands of Sky Digital between late 2006 and the early part of this year, most of
which was fraudulently taken from my Bank of Ireland (Omagh Branch) account.
This theft involved an Internet Broadband service which Sky Digital never
actually supplied me with, and the details of which I outlined for Chief
Inspector Winters in the e-mail I copied to him at

As I pointed out to Chief Inspector Winters in the e-mail text at the address
immediately above, Lord Jacob Rothschild has been Deputy Chairman of BSkyB since
2003, and this is the same Lord Jacob Rothschild as the one connected with the
very large and hugely corrupt "slush fund" (known as the Global Security Fund)
referred to at

Please note that the "mountain" of very diverse and serious crime connected with
the Global Security Fund appears to me to have potentially huge, and possibly
very dangerous implications (of a tyrannous nature) for all of us: particularly
if a second referendum is held in the Republic of Ireland on the Lisbon Treaty
during the coming six months or so -- as several close observers of the
situation are at the present time publicly speculating will almost certainly
happen.
 
As has very clearly (and very publicly) been stated in the European Parliament
by UK MEP Ashley Mote, the Brussels based Global "Security" Fund is being used
for "geopolitical engineering purposes": -- i.e. purposes which ignore and are
totally contemptuous of genuine democracy of the kind very ably defined by
ASSASSINATED United States President Abraham Lincoln as: "government of the
people, by the people, for the people".
