"Rule OF Law" and "Rule BY Law" are two very different things, and they produce two very different and deeply conflicting sets of social results.

Under rule by law, the law can serve as a mere tool for a government that suppresses (large sections of the PEOPLE and of the TRUTH) in a legalistic fashion."
