Thank you for your email below regarding your case.  You asked this office to provide advice regarding the lodgement of an appeal in your case.  Please note that this office is unable to provide a legal advisory service.  However, I can advise that the Court of Judicature rules set out the appropriate procedures and required forms for actions in the High Court.  Order 55 of the Court of Judicature (NI) Rules 1980 sets out the procedures regarding lodging an appeal against a decision in the County Court.  The Court of Judicature (NI) Rules 1980 can be found here .

The main reason I am writing to you just now is because I would like to know if it is possible for me to appeal the decisions made by the Belfast District Court Judge referred to in your May 18th 2021 letter to me?

A second reason I am writing to you relates to the fact that to date, I have not received any reply of any kind from anybody at Babington Solicitors to either of the two registered letters referred to under 1) and 2) in the list just below:

1) January 20th 2021 registered letter from William Finnerty to Principal Lawyer at Babingtons Solicitors Mr Ian G. McCarter, a scanned copy of which can be viewed at:

Scanned copies of the associated Royal Mail Post Office receipts, and of the Royal Mail "Proof of Delivery" documents, are included at the two www addresses immediately above.

As the decisions made by the District Court Judge on May 18th (referred to above) appear to me to suggest that, for one reason or another, Solicitor Mr Ian G. McCarter, and the presiding judge at the May 18th 2021 court hearing, might well be totally unaware of the existence of the two above-mentioned registered letters of mine: at the time the court hearing took place on May 18th 2021.

Consequently, and assuming that the two registered letters referred to above were in fact delivered to Babington Solicitors, it would be much appreciated if you could please provide me with written acknowledgements of receipt for the two letters in question.

Similar doubts exist for me regarding the delivery of two registered letters I sent to Ms Heather Mulvenna (Listing Officer at the Northern Ireland Courts and Tribunal Service) referred to under 3) and 4) just below:

The third reason I am writing to you just now relates to a meeting I had yesterday with Social Worker Ms Tina Millar, and Community Psychiatric Nurse Ms Briana Bloomer.

During yesterday's meeting, Ms Tina Millar informed me that she was in the early stages of planning and preparing a multi-disciplinary meeting, involving people from both inside and outside of the Belfast Health and Social Care Trust, for the purpose of discussing my particular case; and, that she anticipates this meeting will take place sometime within the coming 7 to 14 days.

It is now my hope that, with your help, and with the help of the Officer in Charge at the Lord Chief Justice's Office, Royal Courts of Justice, Belfast, --  and, if at all possible please, well before the multi-disciplinary meeting referred to just above takes place -- that I will a) be in a position to provide Ms Millar with definite information as to whether, or not, it is possible for me to appeal the decisions made by the District Judge referred to in your May 18th 2021 to me?; and, that if it is possible for me to make an appeal, that I will know of  the time limit within which my appeal would need to be lodged?

b) I also hope that the lingering and worrying doubts, as to whether, or not, Babingtons Solicitors lawyer Mr Ian G. McCarter, and the Presiding Judge who heard my case at Belfast District Court on May 18th, were aware -- at the time that the Presiding Judge made his or her decisions relating to my 
case which you have informed me of in your May 18th 2021 letter to me -- of the existence and the contents of the four registered letters of mine referred to under 1) to 4) above?
