Dear Mr Cairnduff,
Thank you for your letter dated November 15th 2019, a scanned copy of
which I have placed at the following www location:
http://www.humanrightsireland.com/RadiusHousing/15November2019/Letter.htm
As you may already know, an arrangement is now in place for me to see
Radius Welfare Advice Officer Cathy Jackson this coming Tuesday
(November 26th) for the purpose of applying for Disability Benefit
payments (which are not "means tested" I understand) in connection with the
C-PTSD (Complex-Post Traumatic Stress Disorder) I am suffering from, but
not
receiving any medical treatment for.
Regarding the matter of I making a contribution to the Radius rent-debt
arrears, I do not, just now, feel I can sensibly commit myself to
anything: such is the growing seriousness and complexity (as I see it) of my
overall situation, which includes the Euros 98,000
(approximately) I now owe to my brother (Gerald Finnerty) and my
half-sister (Marjorie Dolan); and which, without proper legal
representation of the kind which recognises and supports human rights
law and constitutional law in practical and meaningful ways, I can see
no way of ever being able to pay back to them (without losing my home in
County Galway). Evidence of this debt can be found in the scanned copy
of the May 27th 2019 letter sent by law-firm Patrick Hogan &
Co (Ballinasloe, County Galway, Republic of Ireland) to the Northern
Ireland Pension Service, at the following www location:
http://www.humanrightsireland.com/GeraldFinnerty-MarjorieDolan/17June2019/RegisteredLetter.htm
I hope it will be possible for me to discuss this "rent-debt contribution" matter,
if only very briefly, with Cathy Jackson on Tuesday. Also, please
know that I would be willing to discuss it directly with you later in
the week should you wish.
Regards,
William Finnerty.

Cathy,
The Lisburn Road Radius Belfast Office at 10am on Tuesday 26th would be best for me.
I look forward to seeing you then.
Regards,
William Finnerty.

Cathy,
The Attendance Allowance form you kindly ordered for me during last Thursday's meeting has arrived at my address.
I will be in a position to go to see you at the Radius Belfast Office at any time that suits you during this coming week, starting from 10 am this coming Monday (November 25th), provided you can let me know the time and date you have chosen, on or before this
coming Saturday (November 23rd).
I will of course take the Attendance Allowance form with me to the meeting.
Changing the subject, please know that I requested an appeal last Tuesday (November 19th) from the Belfast Housing Executive regarding the cancellation of my housing benefit payments. Further information relating to this appeal can be found in an email I copied
to you (and to Radius Housing Officer John Cairnduff) yesterday. In case that for any reason you might not have received the email in question, please know that there is a slightly edited copy of it at the following www location:

An unedited "Gmail PDF" copy of the email can also be viewed at:

Kind regards,
William.

Cathy,
RE: INFORMATION YOU HAVE REQUESTED FROM ME
Thank you for seeing me last Thursday (November 14th 2019).
1) Valuation of my home in the Republic of Ireland:
A scanned copy of the original valuation report -- by professional Valuer Vincent Costello -- on my derelict home in New Inn, County Galway (dated September 8th 2015) can be viewed at the following www location:
http://www.humanrightsireland.com/VincentCostello/8September2015/PropertyEvaluationReport.pdf
As can be seen at the www address just above, my home was then valued at Euros 35,000.
For a number of years the Northern Ireland Pension Service has accepted the above assessment.
However, and as can be seen in Paragraph 4, Page 3 of the scanned copy of the Northern Ireland Pension Service document titled
"Decision Maker's Decision/Determination" at
http://www.humanrightsireland.com/AppealsServiceNorthernIreland/11September2019/RegisteredLetter.htm
which I included with my Appeal Latter dated September 11th 2019 to the Appeals Service of Northern Ireland, it is stated that
"the subject property as at 28 April 2018 is reasonably stated at £60,000".
Assuming I understood you correctly, based on the telephone conversation you had with the NI Pension Service while I was in your office last Thursday, it seems
"the subject property as at November 14th 2019 is reasonably stated at £85,000 (?).
(Please know that I do not recall the exact figure you related to me in our conversation of last Thursday. All I can remember with certainty is that the value of my home, as viewed by the NI Pension Service, has apparently now mysteriously moved up
to somewhere in the £80,000s.)
===
2) Evidence of the Complex-Post Traumatic Stress Disorder (C-PTSD) I am suffering from:
Evidence of my being diagnosed as suffering from C-PTSD can be found in the letter written by
Consultant Psychiatrist Dr Paul Bell in his letter dated November 27th 2018, a scanned copy of which can be viewed at the following www location:
http://www.humanrightsireland.com/ConsultantPsychiatristDrPaulBell/27November2018/Letter.htm
Information relating to my attempt to get treatment for the C-PTSD I am suffering from can be found in the text of my letter dated
August 2nd 2019 to Psychiatric Nurse Helen Elder (at the "Talking Therapies and Wellbeing Mental Health Hub", Belfast), a scanned copy of which can be viewed at:
http://www.humanrightsireland.com/WellbeingHubBelfast/2August2019/RegisteredLetter.htm
Please know that, to date, I have not received any reply of any kind from Nurse Elder, or from any of her colleagues at the Wellbeing Mental Health Hub.
As I may have mentioned to you last Thursday, I have received Disability Benefit for the C-PTSD I am suffering from on two separate occasions in the past. More information relating to the "stop/start" circumstances in question can be found in
Section 7 of my letter to Consultant Psychiatrist Dr Paul Bell dated
November 3rd 2018, a scanned copy of which can be viewed at:
http://www.humanrightsireland.com/ConsultantPsychiatristDrPaulBell/3November2018/RegisteredLetter.html
More recently I have sought help from GP Assistant Una Carlin at Ormeau Park Surgery, as can be viewed in the copy of my November 4th 2019 email to her -- titled
"Help required for Disability Benefits application" -- at:
http://www.humanrightsireland.com/UnaCarlin/4November2019/Gmail.pdf
To date, I have not received any reply of any kind from anybody at Ormeau Park Surgery to the email at the www location immediately above. My GP's name is Dr David Cheyne.
Last Friday (November 15th 2019), I also sent an email, titled '"DUTY OF CARE" ISSUES'
to UK Attorney General Geoffrey Cox QC MP, which I copied to you, and to Radius Housing Officer John Cairnduff. In case that for any reason you might not have received it, please know that there is a slightly edited copy of it at::
http://www.humanrightsireland.com/UKAttorneyGeneralGeoffreyCox/15November2019/Gmail.html
and an unedited "Gmail PDF" copy of it at:
http://www.humanrightsireland.com/UKAttorneyGeneralGeoffreyCox/15November2019/Gmail.pdf
===
Should you require any further information from me, please let me know.
Finally, I would like to make it clear that from my viewpoint there is nothing confidential about any of the above information, and that consequently, should you consider it appropriate, I have no objection to you copying this email to other people.
Regards,
William (Finnerty).
