Attached please find my partly completed "Application for leave to Appeal to a Social Security/Child Support Commissioner".

This application is late because I have been trying, without any significant success to date, to find professional legal advice and representation of the kind I have felt in desperate need of for many years now, which directly relates to the "wrong doings" at the hands of "individuals and public officials and bodies" referred to in the "To Whom It May Concern" letter dated 28 October 2005, relating specifically to my particular case, written by Dr Michael McCavert GP, and a scanned copy of which has been placed at:

Please note that to date, I have never managed to find a professional lawyer willing to even discuss the contents of this October 28th 2005 letter with me, which is now well over 18 years old of course, let alone use it on my behalf for my protection, against the different types of "wrong doings" in question: which from my viewpoint at least, means that the "individuals and public officials and bodies" involved can continue to subject me to their wrongdoings -- with absolute impunity -- as it appears to me, and to go on doing so indefinitely, the way things are at the present time.

As I have stated in my April 19th 2024 registered letter to TAS (marked For The Attention of the TAS Legally Qualified Member Mr Martin O'Brien (Barrister), that while I strongly believe I should apply for Leave to Appeal the July 28th 2023 TAS (The Appeal Service) decision, in practice however, I feel I cannot sensibly attempt to do so without the help of a qualified lawyer of the kind who recognises and supports human rights law, constitutional law, contract law, and tort law (as it applies to the violation of "Duty of Care" principles), in the Republic of Ireland, in the United Kingdom of Great Britain and Northern Ireland, and in the European Union, in practical and meaningful ways; and, who, in particular, is willing and able to take proper account of the context of the original set of "wrong doings", as they were when Dr Michael McCavert stated them in his October 28th 2005 letter, and to also take into account the way this original set of "wrong doings" have since multiplied themselves to produce the many negative consequences for me, in terms of the several legal, medical, financial, and social problems I have now ended up being saddled with: all thanks, as I see it, to the ongoing refusal of the legal profession to provide me with proper professional legal advice and representation. I have referred to some of these difficulties, in a variety of ways, under numbers 1 to 10 of my April 19th 2024 letter. As I have long believed the overall situation I had already felt very unhappily trapped in for several years before the sudden cancellation of my Pension Credit payments in 2019, without warning or notification, and followed a few months later by the cancellation of my Housing Benefit payments, to be symptoms, of the so far unresolved basic set of "wrong doings" -- (i.e. the root-causes) -- of my present array of problems, which date back to around 1997/98. Very high on the list of my additional unwanted, and unanswered difficulties, since July 2015, is the unresolved matter of the extant warrant for my arrest in the Republic of Ireland, which is what has been preventing me from returning to my own home in the Republic of Ireland since July 2015. My many efforts throughout the past 9 years and 11 months or so, to lawfully resolve this particular problem, include the letter I sent through the registered post to Garda (Republic of Ireland Police) Sergeant Bridget Shelly dated May 5th 2022. I have never received any reply of any kind from Garda Sergeant Shelly, or from any of her colleagues at An Garda Siochana, to my May 5th 2022 registered letter to her, a scanned copy of which has been placed at:

Regarding the "point of law" material I am unable to provide TAS with just now, please know that my efforts to find the right kind of professional legal advice and representation I feel I need are ongoing, despite the fact, as I see it, that I still continue to be powerfully denied the legal assistance I badly need, and which I believe I have been entitled to by law from the legal profession, throughout the whole of the past 25 years or so: for no good reason that I know of, or can think of.
